Vice President Water Business Line, Gannett Fleming, Inc.

Scott manages Water Business Line operations in Eastern Pennsylvania and directs engineering services related to drinking water, wastewater, stormwater and public works projects for municipal authorities, townships, boroughs, counties, private utilities, and industry.  He also manages water resource and infrastructure improvement projects and leads a staff of 16 engineers and technicians. 

In his role as Principal Project Manager and Senior Water Supply Planning Engineer, Scott manages and conducts engineering investigations, directs and performs short- and long-term water resources planning and management studies, oversees design and permitting of water system facilities, and provides annual consulting services for public and private water utilities.  Mr. Hughes has a working knowledge of regulations promulgated under the Safe Drinking Water Act (SDWA) and Clean Water Act (CWA) and regularly interacts with regulatory agencies on numerous study, design, and construction projects.  He performs and manages water system design work, including the preparation of contract drawings and specifications for water supply sources, pumping stations, treatment facilities, storage facilities, and water system pipelines.  Scott also directs groundwater development projects involving hydrogeologic studies, well drilling and testing, and design and construction of well pumping/treatment facilities.

Scott is a Life Member of the American Water Works Association (AWWA).  He is a member of the Standards Council, a Trustee of the Water Resource Sustainability Division and serves on several AWWA committees, including the Water Resources Planning and Management Committee.
