WRA is pleased to welcome three exceptional leaders to our Board of Directors.
George E. McCarthy brings a rare combination of expertise to our work. As President of the Maritime Exchange for the Delaware River and Bay, he leads a 150-year-old trade association advocating for port businesses across the tristate region. A third-generation Merchant Marine Officer, George retired from the U.S. Navy as a Captain after extensive experience in ship, tug, barge operations across global waters. His work includes service with the U.S. National Security Council’s Maritime Domain Awareness sub-committee. Born in Buenos Aires, raised in Paris, George now resides in Sinking Spring, Pennsylvania.

George has a BS in Marine Transportation from Texas A&M, an MBA in Finance & International Trade from the University of St. Thomas, Houston Texas and Executive level diplomas in Joint Operations and National Strategy & Policy from the Naval War College, Newport, Rhode Island.
Dr. Eliot Meyer specializes in operational strategies for water resources systems as a member of Hazen and Sawyer’s Water Resources Management group. Water scarcity risk analysis is part of his core practice. Since 2017, the Delaware Basin has been central to his work. Dr. Meyer has a Doctor of Philosophy (Ph.D.) in Environmental Engineering from University of North Carolina at Chapel Hill.

Rock Vitale, founder of Environmental Standards, now serves as Technical Director of Chemistry at Montrose where he oversees quality assurance operations built on nearly 40 years of experience. The National Registry of Certified Chemists has certified him as an Environmental Analytical Chemist. His specialties range from organic and inorganic data validation to laboratory auditing to complex project oversight. He recently launched RockChem Consulting.

He co-authored and provided peer-review comments on numerous documents on the subject of data validation for both state and federal agencies. From 2004 to 2010, he served on the Federal Advisory Committee Board for Environmental Laboratory Advisory. Mr. Vitale received a Bachelor of Science Degree in Environmental Science and Biology from Marist College, with post-graduate Chemistry Course Work at Villanova University and Rider College.
The WRA Board Member is essential to WRA vitality. Board members provide thought leadership on pivotal issues, mentor future leaders, and serve as ambassadors for WRA in the community. As WRA continues to grow, the Board shapes our work as educators, communicators, convenors, and champions for science-based decision-making in managing the water resources of the Delaware River Basin.
